The PBOC (People's Bank of China) standard was derived on the back of the EMV96 standard and became the standard for financial smart cards in China, becoming known by industry insiders as the PBOC 1.0 specification. The EMV96 is the first smart card standard designed specifically in financial transaction applications. Prior to EMV96, European countries like France were forced to launch their own proprietary banking smart card standards.

The EMV smart card payment standard was ratified by the world's three largest banking card issuers; Europay (acquired by MasterCard), VISA and MasterCard. The purpose was to create a unified financial payment interface standard between payment cards and their corresponding terminals. Under this system, all cards and terminals would become globally interoperable, while significantly enhancing payment security levels and mitigating the risks of fraud.
